Tracking won't necessarily make your aim better, but if you want to try anyway then there are some practices that you can do to build some muscle memory. A common one is to make bots bounce on tr_walkway and then track them with pistol, you can google the rest.
I also found that lowering sens makes it a bit easier to track, you can lower it and build on the fundamentals of your aim for some time before moving it back up to a sens that allows you to react to things faster.
