Make a low-mid open team to start off, and slowly build your team up next season. Then next season(26) make playoffs, making a new team is easy, keeping your team together is the hard part. Look for dedicated gamers that are looking towards future seasons. Quality > quantity.
It's hard I've been through, gotta keep trying .
