PSU is fine, although you'd need a molex to 6/8pin adapter if you were to get a GPU that needs two 6/8pin connectors. Wattage should be fine though.
If he wants a slightly better PSU that actually comes with two pcie power connectors I'd recommend the CX450M. It's actually reasonably priced and quite decent. If he wants something much better then the question is either how much better or how much is he willing to spend on it.
Probably going to go with the used i7-3770 and a gtx 1060, he also has CX430 PSU would that be good enough?

It's not that easy though, there's some 6 cores that are theoretically more powerful and better for streaming but worse for TF2. The sane choice would be the i7-6700.

You could cram in a GTX 1080 if you really tried but I don't see the need for it when going by what he said so far a 170$ GPU would be plenty.
So anything more demanding than OW and TF2 he might play?
It will be mostly TF2 and Overwatch but that budget leaves a lot of room for a good graphics card if he needs one.
Is there a way to keep his current motherboard and get a decent enough CPU to stream and get a decent GPU as well? I'm worried he won't be able to install a motherboard without fucking up to be honest (this is the kid who didn't know what an operating system was).
Also would he need to upgrade his power supply, and if so do you have any recommendations for that?

PendjiSending teams to LAN is the equivalent of paying a kickstarter for some kid to get a laptop so he can play games and stream it. Not half the production cost of a LAN has to do with the players being shipped there. It's effectively people asking their grandparents to pay for their new hobby.
I can understand wanting to see non-european teams in a european tournament because it's rare, but Tilt all live in reasonable countries; they could 'easily' get the money if they truly tried hard to. Jasmin fly from the other side of the fucking world just to please people, and b4nny is probably the biggest reason people donate to them, and most of them get a shirt in return.
Do top-tier players really need to be fucking tipped for playing a game? You'd think they'd go out of their way to do it themselves if they truly wanted to go.
