It's a plan to strengthen the league because the top has been dying out for the last 7 seasons and nobody in gold ever moves up because they're afraid of the few actual good teams on plat.
The thought being that forcing a larger division and Swiss scheduling will mean you'll still play mostly teams at your own level while getting a taste of those much better. Therefore you get decent competition and hopefully learn faster by playing those better teams.
What also might happen is, after a season, some lower level teams will fold but consolidate into better teams, keeping the best players. This is what happened last time the league was in this format.
The only downsides are that you don't get a meaningless gold medal, and plat loses it's round robin format, which was utterly pointless anyway because we played 4 different game-modes (payload, a/d, koth, 5cp) per season so scheduling wasn't ever fair.
Logically the decision makes perfect sense. Realistically though it's not going to help because the only reason the top is dying is because fewer high level 6s players care anymore. If about 20-30 IM+ level players decided to play it'd be the golden age of Highlander. 6s is better though so this is their only move.
I think the pants-on-head retarded decision making of Kumori is a pretty big reason that the league is dying. She's made so many wrong decisions over and over and over again it honestly is starting to feel intentional.
I don't think the league would have ever gotten to a point where this was necessary if someone who had any idea what the fuck they were doing was in charge.
