#1 PC for TF2 & School + Old Monitor in Hardware

I've been playing on a Mac for god knows how long and I want to make the switch to a Windows desktop sooner or later, because Laptops don't exactly work well for too long when they're not made for playing a demanding game, especially when I don't have access to things like dx8 and such.

I'm just looking for either a pre-built computer that can run TF2 at extremely low settings (I couldn't care less about graphics) while maintaining high fps. This could mean constant 60 or up to 144 if it's even possible on a tight budget, and I know that might be pushing it. I'm also open to any references that could help me build what i'm looking for instead of pre-built. And I am aware that there are other threads for computers, which I am looking into.

Finally I have this old monitor from an old family computer that i've been waiting to use for something. I'm braindead when it comes to most computer-related things, so explain anything to me like i'm five if possible. (I am aware that the monitor is only 60hz, I will purchase I separate 144hz monitor if I have any desire to do so in the distant future)

EDIT: Budget is around 500-600, 700 is pushing it D:

Not mine, but my Grandmother's. She loved close-ups of smaller things, she had a collection of photos that were the inside of a washing machine filled with silverware, I'll post it here if i can find an online link for it.

I've recently received an offer to play on a highlander team that i was interested in, i wasn't originally planning on playing heavy but i'm entirely open to the idea. i normally play scout, not in highlander though. I play with a considerably low sensitivity & flick most of my shots.

Will this cripple my ability on heavy at all? one of the few things i've noticed about a majority of heavy mains i know is that they play with a high sens.

the lighting on the second one is pretty bad, probably hard for you to get a light source coming from behind you in those conditions though

yea, that was something that bummed me out a lot, my only way to get a better source of light would be to light up the entire spotlight room, which is not exactly a very good idea midway through a play :/

i originally wasted too much time in pubs and friendly servers before i got into playing this game competitively, i play on a poor setup despite being able to save up for a decent one if i actually invested time into it

i would be considered an extremely cancerous player if i wasn't a submissive fag who never says anything i mean to other player's faces, i hate some people for the sole reason that they are better than i will ever be because of their natural talent & mindset towards the game

also, i would actually be able to succeed and advance in this game if i took the time to find a mentor & play an actual season of esea, which i have been procrastinating for god knows how long. i really just need someone to guide me & make me do this shit tbh
