Why no Newcomer div in ETF2L?

newcomer should basically not exist, should be replaced by an off-season cup with the intent to register teams into AM. newbie mixes do most of the work here but are just a 3rd party volunteer service and don't have the bandwidth to make something like that a foundational mainstay to the new player experience..
