As a phone-service-less NEET, I had to purchase a comp (sic) pass to be able to play. I did so and settled in to enjoy a Friday afternoon of gaming, in the interest of perhaps rekindling smoldering love for this game.
match 1: a player abandoned before it began. 15 mins altogether of waiting time.
match 2: abandoned. waiting time: 30 mins
match 3: 10 mins waiting time. it actually starts! I play medic with quick fix; team is rolled so badly not a single ubercharge is built all match, though that doesn't stop them from blaming the medigun.
match 4: abandoned, 10 mins waiting time.
match 5: 5 mins waiting time. south american server, 11/12 players have 150+ ping. game 1 is an easy roll. shortly afterwards 'hl2.exe has stopped working'. i restart tf2 and rejoin, but it has been abandoned and I get a cooldown as reward.

If copyrighted music is detected in the VOD a 30 minute segment is muted around the music which usually covers a significant portion of the start/end of the cast

You must have learned how to argue from reddit. "The only choice is to have no unprompted reviews or we'd have to ask the team to review every single match roflstomper".
A good place to start would be to review finals and some small amount of plat matches selected at random during the season, similar to real sports' random drug tests.
If you think this is too much work for the 'team', I'd recommend finding a new team, as I expect enough people could be scrounged up from this forum alone who would be willing to do it.

there are plenty of things that can tip off an anticheat team looking at povs without tipping off players in the game as well so it isnt super surprising

That it is easier to detect cheating in a pov demo than ingame is why it should not be up to the players to initiate any cheating oversight whatsoever.
