qVictori believe mr.epic/mon and a few other olders russian players adressed this issue at hand in a short documentary about the competitive russian tf2 community and its siberian playerbase, if youre from siberia you will struggle
your best option is still etf2l, however most teams would be scrimming at 6pm uk time, which means scrims would be about 10pm in most of siberia, maybe even later if youre in a higher div
and also it will just be a poor gameplay experience; the documentary mentioned about western/central eu teams wanting closer servers so they could have 30 ping instead of 60, while the siberians were already having 120-140 ping constantly alongside many other disagreements
if youre in the far-eastern part of siberia, maybe asiafortress is worth trying for like hopefully 80-90 ping, i wouldnt count on it though, best to just stuck with etf2l; good luck

I live in the Western border of Russian Far East (Buryatia) and have about 100+ ping in EU servers (Public and Community). I had 200+ ping in Uncletopia Hong Kong when I played it
