BP sound file: Steam\tenfoot\resource\sounds\activation.wav
Make a copy of it and name it message and stick it in Steam\friends and you're good to go
I tried this and it didn't play a sound at first. I restarted Steam and the file was overwritten with the default noise again. I tried again but made the sound read only, and it worked. Then I restarted Steam and the file was overwritten again.
If it's possible I think you're leaving out an important step!
Sadly you have to replace the file each time you start Steam, I've just made a batch file to make copying the file easier though. CHANGE THE FILE DIRECTORIES TO FIT YOUR SETUP.
•Make a copy of activation.wav and place it on your desktop
•Rename the file to message.wav
•Open Notepad/Notepad++ and copy this shit in:
@Echo off
xcopy /y C:\Users\Owner\Desktop\message.wav E:\Steam\friends
•Save the file as replacerino.bat
Run the file after starting up Steam and you'll be using the custom one.

HallowI would like it if streamers had a custol notification sound, so I can't confuse it with my own. Though I realise this is an unfair request.

Uh, the Liberty Launcher is terrible. I believe you're thinking of the old LL (3 rockets, 40% faster rockets) but it's been changed to basically a straight downgrade... (4 rockets, -25% damage penalty)

I'm annoyed because I filed a dispute, then cancelled it (similar to Snow). Now I'm unsure if my order is even active any more and any emails/tickets I send have gone unanswered for ages. I want to know asap so I can either ask for my money back (to buy on Amazon) or to reactivate my order.

This is more showing Valve comp being played *seriously* with no whitelists in the hopes of getting in game matchmaking, rather than just messing around with joke weapons like the rocket jumper.

met some cool guys on kritzkast servers, 3 years later and we (with some new additions) still hang out in mumble most days. it's what got me into comp, and they're what's keeping me here. we still pub on the exact server we met on every now and then :>
