I'm an UK newb.
It's based in the US and only in the US, but we have some Europeans drop in from time to time. I'm pretty sure you can play if you have a mic, can run tf2, and can deal with the ping problems.
Edit- I'm not an admin, just a player, and I'm not totally sure of this stuff ^
