atmoI got this problem yesterday after I updated to Windows 8.1. I tried the fix in dflame's post and it worked temporarily but then the same thing cropped up again a few minutes later.
Not sure what the solution is.
Same thing for me yesterday, cropped up again today. Just played a pickup also where the guy was having the same issue. Must be something on steams end not ours?

Had this for the past two days now, happened when I cleared all my cache, cookies and everything etc using CCleaner.
I've tried all these options: https://support.steampowered.com/kb_article.php?ref=2117-ILZV-2837
Yet none seem to work.
However when i try to perform the steps Enable Kernel Integrity or Enable DEP the command prompt says element not found? So I'm guessing this may be the issue but how do I fix it.

Was wondering if there's a way to edit prec so that when you prec_mark it marks a 1000 ticks behind from when you marked.
For example if you hit an airshot at tick 10,000. You may not mark it till tick 10,500. So if you can make it mark a 1000 ticks back then it'll make it easier to record said clip.
Dunno if this is possible or not.
