valve is a shit company that literally embraces failure in their company philosophy, the famous "we encourage our employees to fail and see it is a learning experience". In any other job if you fuck up repeatedly you get fired and replaced by someone more competent, you don't get encouraged to do this.
They created awesome games like TF2 and CSGO and then became really poor at managing them in the long run due to their workplace philosophy, that any developer working there is free to work on whatever he wants and doesn't have to commit to a project, free to leave at any time to work on what he enjoys doing. TF2 and CS dont get the attention they deserve. It really is no wonder that they created the workshop system so they can outsource even the skins/hats that were already minimal effort and doesn't fix the games issues, but I guess that's what happens when all you really are is cashcows for the financing of Dota2, VR development, consoles&controllers and company vacations to Hawaii

My understanding is that they dont have to use these rules in other 3rd party leagues, ecs, epl etc and they would still be allowed to host majors. However the general trend is to do things the same way valve does, look at nuke, banning of ibp players etc.
