This is very broad view how to look at items, it's banning based on some basic rules without considering deeper meaning of the item. It's also weirdly inconsistent. You propose banning Loch'n'Load just because "damage" but not Direct hit, why isn't Black Box in "healing"? Soldier is designed as slow moving class with ability to rocketjump in exchange for health, why is Escape Plan considered ok? Doesn't it negate one of the of designed drawbacks of class?
Before anyone jumps at me, no - I wouldn't want to ban Escape Plan, that's not the point.

main_giAs you can see, I'm unable to change the font of the panel because they are generated from nowhere, however I have seen other HUDs being able to change the font.
Because they change default tf2 font from clientscheme which is used not only in mvm but in million other places as well. So, you can't change just this one font - if you change this one, it will change in other places that use the same font as well, which as you can imagine, is a lot of places. If it doesn't bother you, go for it.

Seriously. Split the wrangler between one that has double fire rate and no shield and one that has the normal fire rate and a shield.
That's how you make other items viable.
Yeah, how did that work out for (new) equalizer again? Splitting wrangler would have the same effect, shield is really good addition to give up and unfortunately needed mechanic in current tf2. To explain fire rate : wrangler is not 100% accurate - valve even nerfed it in summer update iirc to make it less accurate. Why is that? With unlimited range, 100% accuracy would be stupid obviously, but that also mean less bullets will actually hit target being aimed at. That's where fire rate comes in, it helps to deal at least some damage by simply pushing more bullets. In simpler terms, if un-wrangled sentry shoots 10 bullets and hits all of them and wrangled with better fire rate shoots 20 bullets but hits only 4 of them total in same time frame that doubled fire rate helps deal at least some damage. Not even close to lethal.

While I agree that tf2 is fun to watch, it's mainly fun to watch if you are already playing tf2. For new people to tf2 and general spectator friendliness it's really bad.
make sure you have "Show file name extensions" enabled and files are actually cfg, also make sure files saved are in right encoding - im not sure which one is right, but i think someone mentioned that tf2 cant read some encodings.
GetawhaleHighlander is hectic as shit for camera. In 6v6 it's a lot easier to capture everything, because you don't have 4-5 flanking classes doing their own thing in their own part of the map.
That's true. But it highly depends on how well are casters coordinated with camera man. For example, watching iT vs. anime was really weird from my standpoint. I noticed on mid Slin said something about "i'm gonna watch this guy, what he does on mid", shwan said he is gonna watch somebody else and camera was watching third player. I didn't make any sense, because casters were talking about shots from two different players we didn't see while watching something different. If you get coordination, i'd say even HL should be fine to cast.
I actually wanted to write bigger post why is casting tf2 very... special and difficult, but nobody wants to read rants.

Anyway, if designer reads this, I feel like new panel is too bright. That white color is almost shining, maybe gray (like the on in logo) would be better.
