Dunno but some version of Lynx (same library of IBT linkpack) can run on amd cpu.

bearodactylI really doubt a 8350 will help (aside to streaming/encoding) for tf2. A 4 or 6 core fx would be just as good for the normal game. There are so few programs optimized to take advantage of the extra cores its basically useless.
And about fps, that benchmark isn't a very good example of real world preformance at all(eg I got 180 and regularly have 500 in pubs/more in comp).

Benchmark is for get the average fps in heavily load situation. In u get 120~ in there u are fine. Amd fx (4/6 core) can't get high fps. Only fx with very high clock ( maybe 4.5ghz+) so i reccomended fx8350 oc. My past phenom2 x4 965 (note that phenom2 has higher ipc than fx) at 3.8ghz can't get constant 100+ fps with same vga (hd6850).

For getting 100+ fps u need an intel cpu or maybe an amd fx 8350 oc. This is why tf2 is cpu dependent and intel's IPC is higher than amd. Video card isn't a problem. I have a 6850 1gb and an i7 3770k and get 150~ fps (@1080p - 120hz - stock clock and Chris' maxframes config) on this bench:

With 700 bucks u can get a super pc for owning tf2.

edit2: My suggestion:
. i5 3570k or 4670k
. asrock z77 pro3 or equivalent z87
. kingston/corsair/crucial ram 4/8 gb ddr3 1600/1866 mhz (1.5 volt is important for ivy, dunno for hanswell)
. ati 7770 or 7790
. corsair cx430v2 (psu)
. get a fucking SSD, samsung 840 pro at least 128gb, for the love of god!!!!
