if your on windows 10 AMD cards are not updated yet to support stretching.
Instead, use this program which toggles 1024x768 (or whatever resolution you want it to stretch it too) to make it stretched: http://funk.eu/hrc/

What folder do i put this in i've never used a vpk.
I believe you just put the vpk files in your custom folder.
