this problem happened to me before and don't remember the solution but there was an error message in the tf2 console when the game first started about audio that I was able to google

and the match before that 90 ping constant (dallas server)

that clip loops almost perfectly
with my directional mod mic it was easy to hear my voice in a crowded loud room
I had to get one of those usb adapters though to make it loud enough
