It's a patch. you are supposed to apply it to an existing m0rehud copy. in future I will bundle it.

60hz vs 120hz

as stated above it makes the game much more smoother and feel "less clunky" compared to the feel of 60hz.
double the refresh = more smoothness
more smoothness = more control over your aim.
that said i dont even 120hz
75hz here
