i think a lot of bans were arbitrary beyond a handful of truly problematic weapons, and the main reason some weapons were banned in the past, was that it would either conflict with bad players' theories like gru or buffalo steak needing to be banned cuz of heavy to mid, or they'd be thought of as unfun and people thought that answer was satisfactory. beyond the period of MyM, there's hardly been a serious effort in rebalancing weapons or classes, and historically the leagues have been very lazy with their whitelists, with ugc being the most egregious. it's not even that long ago that people were soying out over The Pee Statue, and now that it's been unbanned, nobody cares. if anything, it shouldn't even be a weapon and should just be part of medic's kit to make the game better. people used to seriously complain about how op the pomson 6000 is and that it had to remain banned, and that the game was ruined because of medic scout speed and the purported death of shotgun pocket. tf2 has always had a surplus of bad players giving their ideas on how the game needs to be to everyone's detriment, and i think the whitelists have reflected that.
something akin to nr6 with a draft system is preferable. in an ideal world we would remove most restrictions and play it out until something problematic is discovered, then valve would fix the problem in a way that benefits comp and casual. unfortunately, however, valve has had little to no incentive to change the balance of the game to placate a small and mostly dying subculture. the onus then falls on rgl to improve the format, but we currently live in a world where invite, advanced, and main all have the same number of teams, and nc and iM currently dont exist for hl, so creating a competitive mod now could easily be the nail in the coffin. Pretty much. I don't consider invite an option since most who I'd build a team with also no longer play the game. I've thought about forming an adv team to eventually play invite, but I'm not willing to play a class I don't enjoy, and even if I was, there would be the eventual problem of probably having to cut someone down the line, simply because they play the class that I do in invite. Additionally, if I took the risk of building an adv team with me on my main, it's very likely that the admins would either force the team to move up, or put restrictions shortly before season start. In either case, I'd rather kill the team than waste 4 months and probably money. I still like tf2, but I'm no longer willing to make sacrifices for it, and I'm fine with never playing another season if things remain unfavorable, especially with there being as many other games I like.

i think a lot of hate is misdirected towards sniper since he often does make boring situations more boring, with him usually being the worst during last/2nd stalemates, especially for the defending team, since there isn't much risk running him, and its very risky as the defending team to do an interesting exchange or flank push. the problem mostly has to do with the gamemode though, and i think sniper will stop being a problem once 5cp gives more power to the defensive team to be proactive rather than sitting idle for an enemy sac/play. a simple solution could be found in changing respawn timers/waves for defending teams and making them consistent, and considering how it seems no one in the entire community truly understands how respawns work on koth or 5cp, there should be rules made that make respawns easier to understand regardless of sniper.
1 2 4 5 7 8 are all bad ideas, but 4 would be good if the max dmg for bodyshot was ~140 with base remaining 50 so medics no longer die to fully charged bodyshots. making bodyshots do a max of 140 dmg would make it so the defending team can do offensive exchanges or changes in positioning that arent possible without the medic dropping to an easy bodyshot.

ive seen a good number of pugs get ruined by balance due to drunk players. ive seen more get ruined by bad player combinations, like 2 people who hate each other and argue for the entire pug, or ppl trolling glxy for fun at the expense of the pug. additionally, an elo system is too slow. ive had pugs where a new player went 2-25. an elo system will need 10 games before it determines that new player is a 500 elo player, but a captain will understand immediately that's a last pick.
it is Impossible for an algorithm to adequately balance pugs. even if you made a super ai for this purpose (big waste of time), it still wouldn't do a good job, since an algorithm doesn't play the game or join vc.
make open pugs first 12 queue captain. balancing pugs with just an algorithm is impossible. ideally if someone volunteers captain, they can ignore queue if there aren't 2 captains of the first 12. add a currency system for volunteering med that lets you buy into the queue. also, make it so you don't automatically get removed from invite captain each time you get in an open pug.
these changes solve numerous issues. open captain stops abominations like 1 and 2 from happening, which is currently the norm. showing queue position makes it predictable and apparent who's in the next pug. recently, i got fatkidded over 3 pugs in a row by the flawed system. the currency system makes it so volunteering med is rewarding instead of only punishing, which is especially important, since at least about half the pugs that could be played, aren't, since so much time is wasted waiting for 2 meds.
i would also like to be able to post images in the rgl chat. this is for important reasons.

Demo checks are pointless when the blatant cheaters are still not banned and likely never will be. Every experience I've had with the admins over rules has been a bad one, and I hope either the leadership changes or the league fully dies off.
