OnenThis happened to me recently to SFV on Steam. Fixed it by making it so that my antivirus wouldn't "check" my SteamApps folder. As soon as I did that, it got fixed. Not sure if it works for TF2 tho, not even sure if it would work for other people.

it gives the tf2 is launching window, makes a 'hl2.exe' process on task manager then hl2 doesn't even open
For some reason since the beginning of the day my TF2 isn't launching, it was working yesterday.
