I don't necessarily think its the right approach to boycott playing in invite but it's gonna be the reaction from a lot of high IM teams who were iffy for the same reasons you wanted to make a reimbursement program in the first place.
Even if teams are willing to step up if b4nny continues this next season, i'd imagine it's gonna be stressful for players who don't know what the borderline is for aliasing/throwing. If this is done next season, the guidelines need to be much clearer so a situation like this doesn't happen again. (i.e. defining what a "proper alias" is, explaining where they need to be using a consistent alias, what constitutes throwing etc.).
Overall the program you put in place is actually going to drive players away instead of bring them into invite sheerly because of the ambiguity and strictness of your requirements. (Assuming they are only playing invite with the promise of reimbursement)
