I hope this is performance based. It's absolutely moronic that the education a young person receives is dependent on their parents income but it would be equally so to try to push someone who is dumb as a bag of rocks through a difficult program on the nation's dime. I would feel equally uncomfortable paying for someone's psychology degree so they can be a waiter when they graduate. The world already wastes enough resources training millions of psychologists and artists who never use their skills after graduation.
Apply this to motivated kids going into stem and it's an excellent idea.

backed up, great game
for steam jrpgs, kinda expensive atm but valkyria chronicles is godlike and i highly recommend it
definitely the best jrpg i played last gen next to tales of vesperia
I've been playing through valk chronicles right now and it's been very fun. Srpgs are my favorite and I heard great things about this game so I came in with high expectations. Tactics ogre is next on my backlog.
