The best eeveelution is probably either espeon or vaporeon because of their better base stats and wider movepool. Plus vaporeon has two pretty good abilities in water absorb and hydration. Someone who plays competitive pokemon feel free to correct me. But in the campaign games I like using umbreon because stalling is generally more fun (at least for me)and not as braindead.
