There's a lot more organization typically required to not just get rolled 5-0 in less than 10 minutes. There's also a lot that typically needs to be put in on the individual's end o improve their individual skills (generally revolving around mastery of movement) and proving that he/she won't just be someone running around mindlessly on the map and spending a lot of their time looking at a respawn timer.

This, along with a specific regime of rules and class restrictions basically make competitive TF2 into a game within a game, and once you start being able to hold your own against others, the charm of the competitive game can really take form.
