Is there any way to force the Counter-Strike styled "open cross" crosshair(s) to have a fixed spread/gap setting in my config? I really want a green crosshair with a slight gap but the only way I've found to achieve this is to open the "Multiplayer" options, wait for the preview crosshair to expand and then quickly close the screen, but I hate doing it that way because it isn't consistent and it's really annoying to do every time I start the game.

yeah i get what you mean, my cross with the dot in the middle is always super spread out and weird. The only way I've found is to time it right in the multiplayer options so you get the crosshair as close as possible. A fix for this would be appreciated.

I use the exact same crosshair as you and run into the same problem.
The only way to fix the issue without using a vtf crosshair is to take "cl_crosshair_file" out of your autoexec + class configs. This way, the crosshair won't reset every time you start the game. The downside is that you will be forced to use the crosshair for all classes (you can still change the size and colour in class configs).
Also, every time you open multiplayer options (the bit with the crosshair picker), the crosshair will reset. TF2 is garbo.

I've been in that situation before, there's no real solution to the in-game slider, but to change the size of the crosshair without experiencing that "expanding" effect all you have to do is change the size via console.

"cl_crosshair_scale (size)".
