Is there anyway I can remove the yellow thing/distortion on the edges of the sniper scope?

This should remove the yellow but it will also remove all of the black as well
Edit: Not that it justifies me posting banned modifications but a former team mate told me about how he used this in matches so I assumed it was fine

Fire#2 is not allowed in any league and will get you banned. there is no way to completely remove it. If you use dx8 it wont be blurry but instead be gradient, but thats not gonna give you any more vision really...
Just for shits and giggles, i tried the thing in #2 and it doesn't seem to work any more so it's irrelevant

mat_filtertextures 1 can remove the blockiness if it's distracting but that's all you can really do

It does work, I use it in pubs because there is too much bullshit happening at once.
