You can't, unless you go through the ghetto process of buying shit and selling said shit on paypal or such.

Not true at all. I've dealt with a few dozen paypal transactions and I haven't been charged back. Just check their steamrep and any rep sites they have and you should be good. Not every one is out here to scam you.
I would say the best way to move money from your steam wallet is to buy keys on the market, wait 7 days, then sell them through paypal. Still taking like a 70 cent loss per key since keys sell for 1.70-1.80 via paypal.
