I believe you're looking for cl_autoreload 1. Also you didn't set tf_hud_show_servertimelimit to anything, so all it'll do is print out the current value of the cvar.

sv_forcepreload and cl_autoreload aren't the same thing, though I don't even know if sv_forcepreload works in tf2
