Steam Overlay not working in some games

I started to noticed this when I started to play Borderlands 2, The steam notification never showed up on the title screen. I tried this on another game, Mirror's Edge, and still nothing showed up. However when I played GTA IV, steam overlay started to work. And It works with TF2 as well.

Any idea how to fix this?

PS: I already check my Firewall and everything seems to be unblocked. And nothing is running in the background except for Skype/Chrome. and Windows Media Player.

Try to close everything except steam. Make sure in the game's properties that overlay is enabled
