Good FPS, but lag spikes

I formated my PC lately and I have good FPS in TF2, however I get some random lag spikes now and then and it is really frustrating. Basically, the game freezes for 1 second and then it is back again.
Are there any commands or other ways to solve this problem? I update all drivers and made sure V-Sync is off.

When did this start happening? Was it after the Halloween update?

Does your FPS drop, or is the FPS still about the same when it freezes? If it's the latter, it would likely be a connection issue.

If there's dust on your components, you could try cleaning it with some compressed air. At my house we have a giant air compressor that we use, but we need to be careful so we don't damage the fans. A can of compressed air would probably be available at Walmart and you probably wouldn't need to worry about damaging anything.

I clean my pc twice a month, dust and stuff so it is definetely not that.
I've had this problem in the past but now it happens more than usual.
Are there any commands for TF2 to reduce the spikes?
I don't really care about graphics, I play in Low quality. I don't really want to install any frames configs, just some commands to reduce the fps drops :P
