FPS and crashing

Following on from those threads i've been having crashes and really low fps recently.

Disabling overlay did seem to reduce crashes however my fps is still a real problem as it feels like its making my game really laggy and jittery, seemingly making the whole game shake whenever i look around or jump.

running windows 8.1
gtx 770
i5-4670k
120hz, lightboost
and im getting less than 90fps on pubs where previously it would at least be constantly above 200.
also running chris highframes with dx8 so this is just terrible.

Fps drops alot with mouse movement and it feels as if it is more apparent when using mouse accel
already tried reinstalling tf2 which didnt do anything

I got bad fps when i ran tf2 on windows 8 so i downgraded to windows 7 and now its great i have no idea why but im glad it worked

Seems to just be a valve problem (obviously compatibility with win8), I'd expect a fix next update (in an ideal world...)
