That's pretty weird, you should be performing fine :/

I guess it's time for a new motherboard and cpu (with cooler): http://pcpartpicker.com/p/1cPhG

If you want to upgrade your other parts as well: http://pcpartpicker.com/p/2eF2L (keep current storage, ram, and gpu, maybe grab an SSD or something)

I have almost the same exact build, but I have 8gb ram and I don't drop under 300.

Check videocard drivers?

If you haven't tried yet you should try change your cfg to the dxlevel 9 config and run tf2 in dx9. It helped improve my frame rates a lot somehow. I use a I5 3470 and a nvidia 650

It shouldn't be that bad, but if you're going to upgrade anyways why not OC to up your cpu speed? I'm running the 2500K at 3.8ish with no real problems, other than RAM dying.
