Just did a clean TF2 install after resetting Windows, and now the framerate feels like it's permanently stuck at 30 fps. net_graph 1 says i'm getting 300fps, but it absolutely does not feel like that. I did install all of my GPU drivers, and haven't had any issues in other games. I really don't know what's the issue, but I'm sure it's something silly that totally went over my head

I had a game one time change my resolution to a weird number and it locked the refresh rate of my monitor to 60hz until I set it back manually. Check your monitor settings from your driver's control panel or maybe Windows display settings?
