Strange Freezing in TF2 (and Quake live)

On and off for years now, I've had this type of freezing in tf2:

It happens in every server, but it's more common in MGE servers.
I've gone to a lot of forums about this problem, and I know you guys are more knowledgeable than pretty much anyone else about this stuff.

Does anyone have a fix for this? It's frustrating to play pocket like this, as it seems like every time I get ubered it freezes at least once and wastes it.

EDIT: put it in 480p to see net_graph

It's most likely an internet issue and not something fixable with any TF2 command. You said you were getting the same problem in Quake and your netgraph shows your ping jump up by 100.

It's persisted through multiple routers/modems, though.
