Say you're looking for an iron team for S10 as pyro.
Try lobbies or newbie mixes.

Yeah, but it doesn't hurt to be in them even if you like highlander more.

He's in the UK, so he will most likely want http://www.ugcleague.com/forum/forumdisplay.php?f=9

Also ETF2L has a recruitment panel on their website(once you login) you should check out.

Teams Seeking Players: http://etf2l.org/forum/hlrec-tsp/
Recruitment Section: http://etf2l.org/recruitment/

please note that the Recruitment Section is used more for 6v6 players than highlander, so take this into consideration when looking at divisions.

If you want the best way of starting competitive highlander, this is the group for you. Great bunch of lads who are very friendly and willing to help new players.

This group is for new and low division 6v6 players, however this is definitely worthwhile experience and will teach you a lot about improving your game sense/calling which naturally applies to highlander.
