Updating Steam

Every time I start up steam (for the last week or so), it takes a minute or two and says "updating steam". Then, once it starts up and I log in, I get the pop up saying that there's a new steam update, and that I should restart steam to install it.

Is steam just getting constant updates? Or is this one in particular just not installing for me?

its a loop well thats how i will describe but it happeend to me once, what i did is change participating in betas for steam yes/no and it stopped, that might be it for you, i had to reinstall steam again but hopefully that works

I just noticed a note in the steam self updater saying that it might keep trying to install without actually installing if you have an anti-virus real time scanning on. Gonna disable that and try again.

Yep, turning off the real-time scanning allowed it to update properly. Problem solved.
