i can switch between blackbars and stretched with my graphics settings, the whole right click desktop shindig
im on inegrated graphics so i prob cant help you with the specifics

the only program i could think of is your certain gpu (AMD, Nvidia). under gpu scaling there is typically 3 options, maintain aspect ratio (black bars), scale image to full panel (stretched) and use centered timings (dont use this). You can change between black bars and stretched by choosing either option 1 or 2. This is the only way i really know of changing from stretched to black bars easily.
