Tf2 minimized bug

When I open up tf2, it's really low quality. If I hit start to go out of the game while leaving it open, then google chrome minimizes itself down. I tried mat_vieportscale 1, but it didn't fix the bug. I thik it's something to do with minimizing tf2 and that forcing chrome to minimize too.
