You should give more information but:
Do you have a graphics cfg? If so, remove it
Are there any graphical settings in your autoexec? If so, remove them.
Is your tf2 linked up with the cloud? If so, that might be the problem.

You're using an fps config but you're surprised that your settings are low... wtf? Just delete the cfg
