I didn't get on a team before registration but that's only for teams right? Like if some team cut a player I could just pay the league fee now and play?

You can always join rosters until rosters are locked several weeks before playoffs begin. All you have to do is pay the league fee. Registration is only for registering teams, not for individual players to join rosters.
