Change the font colour of the outside circle to something like 255 255 0 130 or something. The last number is the alpha or the transparency. To make the cross bigger, mess with the tall values. Although, yours looks a lot fatter than the other one so you may want to look for another cross from a different HUD or font file. There are a bunch out there.

You'll have to play with scripts in tf/scripts/HudAnimations_tf.txt

Edit or add the event "event DamagedPlayer". Add something like

Animate xHair FgColor "255 0 0 130" Linear 0.0 0.0
Animate xHair FgColor "255 225 0 130" Linear 10.0 0.2

Edit the "xHair" to the label you made your cross hair and edit the colour values to your liking and also edit the "10.0 0.2" to the timings you like. That should work.
