I don't know how long this has been a problem for. Yesterday in a mix the solider on the opposite team kept causing graphical glitches to come up whenever I looked in the general direction of where he was, only I got the glitch. It started happening half-way though the game, and when I asked what hat he just equipped he said it was the "Hero's Hachimaki". I've had other similar things happen, such as on cp_ganary_pro_b10, with it seem to be also occurring whenever I looked in a general direction, it comes out of my crosshair too.
Config: DX9 frames with mat_picmip set to -1 and sprays enabled.
OS: Windows 10
GPU: GTX 660 ti
CPU: i5 2500k
I presume I don't need to list too much more.
This started happening around a month ago if that also matters.

Did you do an upgrade from an older version of windows?
I've had the same problem. My thread.
People suggested a clean reinstall of win10 and now thr problems are more or less gone.
