if you want a 'universal' update the only way i can think of is just deleting the outdated resources
some valve hud updates are simple enough that a little tweaking will fix the hud (e.g. move around some elements in the scoreboard or the in-game UI), but some huds are also really goddamn broken

Look for changes / missing files in the TF2 Base Hud Github repo
