What's the best mouse and mouse-pad combo that can be purchased for under $50? A friend of mine is looking to upgrade, and he's curious as to what to buy.

Could get the Logitech G400 mouse and Razer Goliathus Mousepad for a tiny bit over. There are a ton of mouse/mousepad threads already, so just look through those.

my point was, you can have a good mouse but you'll suck if you suck. but to reply to your post. i too would rather have a good mouse than a shit mouse even if i have a 60hz monitor instead of 120hz but that just depends what you define as "shit".
