you sure it's in the correct folder?
tf/custom/<your folder>/addons
if it is, check prec_mode, should be 1 or 2, 0 if it's off

Don't listen to Kawaii, please put it directly inside c://program files/steam/steamapps/common/team fortress 2/tf/custom

Still <3 u kawaii, but your filepath is wrong/unecessary

Works fine for me, dunno why you'd call it "unnecessary" either, let alone call him wrong. It's good to have order in your folder.

True, but kawaii also missed out on the whole steamapps/common, which I literally have had to baby at least 11 people into understanding and is the leading cause of screw ups. Also, free chouce is pretty rad, and you def have the choice to put it in a complex directory, or you could put the addons directly in the custom folder.

I'm a bit of an authority on this. (<3 everyone over at ozfortress)

Extract the archive, and then put the prec folder into the /tf/custom folder. It will organize it, and it is even endorsed by PREC itself.

In otherwords, RTFM.

PREC ReadmeTo install plugin just copy directory in archive to your "tf\custom" folder.

Edit tf\custom\prec\addons\PREC.cfg to change plugin's sounds, phrase and settings.

yeah because one more folder is 'complex'

You don't even need to put it in custom... tf/addons still works.
