What happens with Mario Gang? They have a good enough records to be in playoffs, but no players on the roster. Does an admin have to mark them dead? Will it just be a free win for their opponent in round 1 if nobody does?

Yes, and it's not that unusual, season 20 had 1 9-7 team get in. Season 16 had teams making playoffs at 7-9.
I think all playoff teams will have 10+ wins though.

That's actually not true, violent crime has been increasing but deaths from violent crime have gone down due to medical advances
