Well it's pretty easy to just take the spec parts of the hud, change the fonts and maybe colours, then put them into any other hud.
Which is why people probably want them, seeing as they look good.

Significant FPS increase with dx98

198fps in dx 81 and 163 in dx 98 for me.
2500k at 4.5Ghz and a 7850.
