The AX Platinum (AX760 and AX860) aren't even in that list and they're 3 years old.
Rest of the AX series: 5 years old.
TXv2 series: 5 years old.
VX series: 80 Plus NOTHING, 8 years old.
CMPSU-400CX: 80 Plus NOTHING, 7 years old, 3 successors so far.
Oldest HX series: 80 Plus NOTHING, 9 years old.
Next HX series: 80 Plus Bronze, 6 years old.
New HX series: only 1 PSU by Seasonic, 2 years old.

So if we're ignoring all PSU that have been directly succeeded it boils down to 3 PSUs:
AX760 and AX860, 3 years old, sort of succeeded by AX760i and AX860i. Also available directly from Seasonic.
HX650, 2 years old, 135$, based on the G-650 which can be had for 85$.

So technically they still sell Seasonic rebrands, but I wouldn't buy any of them.
Technically the i7-990X is still being sold but I will slap anyone who buys one.

We've got to draw the line somwhere and since it worked fine with the exact same hardware (the GTX 970 probably isn't 2 years old though) and if there's no smoke coming out of it it's not a hardware problem.

It's usually more than 140$ and one step down from the totl model (so the x930K), but yes, you can get a 600$ CPU for 150-160$ and you're reminding me of it and I'm crying inside.

For Broadwell-E I'm guessing 8/6/6 cores again, same as Haswell-E.
It also got delayed from Q3 2015 to Q1 2016 so
a) You won't be able to get it in the Intel Retail Edge winter deals.
b) I doubt it'll overclock better than Haswell-E.
Hw-E already got DDR4 so if the 5930K isn't worth it for you the 6930K probably won't be either.

Monetary issues aside, if his system actually needed 700W buying the cheapest 700W wouldn't be a good idea.
If his system doesn't need 700W buying a lower wattage, but higher quality PSU would be a better idea.

Now, how much wattage does he actually need?
He's got an i5-750 and a GTX 560 according to his twitch profile. Now if that's not outdated and his computer has never caught fire, he has never used even close to 700W.

Ah yes, the bribery.
Even though I don't work in retail or in America at all I should definitely be eligible considering how much I'm boosting Intel sales. Sadly Intel doesn't see it that way.

I'd make the decision based on how much you get for your old hardware. Maybe you can get more for selling it together, maybe you get more for selling CPU and mobo separately.
Also DDR4 isn't that expensive.

2. Depends on the mobo price and RAM (new DDR4 or reusing DDR3).
If you don't need any more performance it's obviously a waste of money.
That said you're looking at around +25% single threaded both overclocked, both not overclocked more like +40%. If you can take advantage of Hyperthreading...
I'd probably do it, sell CPU+mobo+RAM as combo (best case 250-300$ I'd think) and upgrade to Z170 and DDR4 basically for free.
