Game stutter unfixable

So, starting yesterday my game just stutters all the time and it feels like I'm playing with 30 frames.

V-Sync is not on
I tried the same things people offered ether, changed config, overheating, etc.

No option seems to be working in fixing my game, please help.

If you're running Windows 10 and play in fullscreen, try seeing if you have "disable fullscreen optimizations" turned off for tf2 in the task manager. Disable the optimizations if they weren't already. (Doesn't actually optimize at all, it just makes the game a buggy mess.)

Tried, game still is like a slideshow

It seems like I have exactly what ether had but when I tried to download mastercoms config that just messed up my game even more so idk if I did something wrong but its confusing as hell
