Mic very quiet in TF2. New Codec?

So my mic is really quiet in TF2 and only in TF2. I tested it in the steam voice settings, in Windows and in TS2 and there the mic is a lot louder than in TF2 and I can hear myself loud and clear. But when I test it in TF2 it's very quiet and sounds like my voice is coming from the other room through a wall.
I tested 2 different sound cards (USB and On-board) and multiple mics but it's the same thing with all of them. Also played around with all the windows mic settings and changed all the voice_ commands ingame testing every time I changed something. Nothing made a difference.
My mic used to work completely fine in TF2 and I'm not really sure when it became so quiet, but I'd guess that it started when valve released that new voice codec for TF2. Since I don't see anyone else complaining about the new codec I guess the codec isn't completely broken, but it's something on my end that doesn't work with the new codec. Just can't seem to figure out what it is.
I use Windows 10 if that's important and I'm pretty sure I got all the obvious settings like mic volume in windows, steam settings and ingame set up correctly.
Anyone has an idea what might cause this problem and how to fix it?

Try to check the voice_ values:
voice_scale
voice_maxgain
voice_fadeouttime
voice_avggain
