But why watch a fake live stream when you can watch the real thing (assuming ISS isn't LOS).

Live video feeds from ISS:

http://www.ustream.tv/channel/iss-hdev-payload

Also info about ISS's current position and upcoming observation opportunities:

When there are spacewalks, they are streamed live on NASA TV with commentary:

There would never have been an EVA today with the exception of some kind of emergency repair, far too many people are off for Columbus day and EVAs are an all hands on deck activity. Also EVAs usually start very early in the crew day because it is both physically and mentally exhausting and the astronauts need to be able to focus 100%.

Some of the current NASA TV coverage is related to OA-5, which is the upcoming ISS cargo resupply mission using the Orbital ATK Cygnus vehicle. It launches from Wallops Flight Facility in Virginia in the evening on October 14th and will hopefully be captured and berthed to the ISS early in the morning on October 17th. It will be the first launch of a new Antares configuration post the October 2014 launch failure. These events will be streamed live on NASA TV as well.

What exactly is being shown on this stream? Is it just some pre-recorded footage with music on top?

Appears so, no idea what EVA it is of though. Something 2014 or later I think.

Here's the preview briefing of the last EVA which was on September 1st:

And here is the EVA itself:
